Government Responsibilities: • General: Quality assurance is the process by which the government assures end product quality. The process starts well before construction and includes reviews of the plans and specifications for biddability, constructability, operability and environmental responsibility, plan-in-hand site reviews, coordination with using agencies or local interests, establishment of performance periods and QC requirements, field office planning, preparation of QA plans, reviews of QC plans, enforcement of contract clauses, maintenance of QA and QC inspection and work records, and acceptance of completed construction.
