Broad changes i n the s o c i a l s e r v i c e system o f the U n i t e d S t a t e s t h a t would c o n t r i b u t e d i r e c t l y t o the h e a l t h and w e l f a r e o f our citizens must be c o n s i d e r e d i n the l i g h t of these s p e c i f i c a n a l y s e s . Studies of s p e c i f i c issues such as i n f a n t m o r t a l i t y should p r o v i d e c o n c r e t e data on the use o f s o c i a l devices i n o t h e r s o c i e t i e s , how e f f e c t i v e they have been and how feasible i t might be t o i n c o r p o r a t e some f a c e t s o f t h e i r program i n t o the U n i t e d S t a t e s ' system.
