... i n the eyes o f the Post Off ice Consequently, wi th postal reform, the Post Off ice Department anticipates bringing the system contractor in to the bu i ld ing trade industry to a f u l l e r extent In the past, only local ardiitect-engineer firms and general contractors were s o l i c i t e d to part icipate i n the design and construction o f local postal f a c i l i t i e s This policy I S undergging diange by the Procurement Division as seminars are held to encourage large national f irms and system contractors to become competitive i n postal f a c i l i t i e s construction A new tedinique i s incorporated in to the procurement program with the inception o f Scheduled Procurement o f Essential Eqtupment Del iver ies , "Project Speed" This notice to b i d ders I S a new technique to p r a i s e industry o f chants i n the ent i re annual procurement plan o f the Post Of f i ce Department "Project Speed" has been employed "to use f u l l public disclosure methods and equalize the disadvantages to bidders of government competitive procurement " 5 Design As previously mentioned, the Post Of f ice Department uses architect-engineer services f o r design o f nearly a l l postal bu i ld ing f a c i l i t i e s The headquarters Design Division employs 184 people, IjQn being employed i n bu i ld ing design and 80 i n u t i l i t y design These personnel are used on m-house, small , and quickreaction requirements During the current f i s c a l year these personnel are working on 313 major f a c i l i t y designs encompassing 26 9 m i l l i o n sq f t and at a gross cost^of 710 2 m i l l i o n dollars o f construction At the same time regional o f f i c e s are handling 1,100 projects per year ranging from 600 sq f t t o 50,000 sq f t /^proximately 31 new major f a c i l i t i e s w i l l be added m each o f the succeeding two f i s c a l years at a cost o f 421 m i l l i o n dollars per year m new construction The design a c t i v i t y at Bureau o f Fac i l i t i e s i s converting to an indus t r ia l ized basis, that i s , a business format, and moving away from the Federal Standards which constrain Department o f Defense and General Service Administration f a c i l i t i e s design The selected ardii tect-engineenng f i r m which undertakes design work I S given a functional requirement i n narrative form expressing the Post Off ice Department's requirements To date th i s practice has e l i c i t e d a good response from the A/E community The design Department has u t i l i z e d s i t e adapt i o n and prefabricated f a c i l i t i e s f o r only small space needs o f under 3,000 sq f t Modular construction i s being enployed m the 3,000 to 50,000 sq f t area f a c i l i t i e s Only m recent months has the turn-key concept o f procurement been employed and then only on three major f a c i l i t i e s This method o f prociirement i s probably preferred by the Post Off ice f o r the lease-acquisition o f f a c i l i t y Regardless o f whether the Post Off ice performs the design function i t s e l f or acquires the services o f an outside architect-engineering f i r m , a time period o f from four t o twelve months elapses from receipt o f reqiurements (having been approved by the CIC) to completion o f the design 6 Construction The construction engineering a c t i v i t i e s o f the Btireau o f Fac i l i t i e s receive authorization to s ta r t work when a contract f o r construction i s awarded The 147
