Statement of Task
The objective of this study is to analyze long-term institutional management plans and practices for a small group of representative DOE legacy waste sites and recommend improvements. To accomplish this objective, the study will

Identify a small number of sites that are representative of the larger population of DOE sites that will require long-term institutional management. Selection of these representative sites will be based on characteristics such as amounts and types of waste and contaminants present; hazards; site characteristics; proximity of human development; long-term land uses; and uncertainties in the performance of waste and contaminant isolation technologies.

Evaluate the adequacy of DOE’s long-term institutional management plans and programs for these representative sites against the conceptual framework and criteria developed in the phase 1 report and, if appropriate, information from related reports.

Provide recommendations to improve DOE’s long-term institutional management plans or practices at these sites, and for contaminated sites in general, including recommendations for scientific (including social science) and engineering research and development to improve long-term institutional management capabilities.
