dMandated coverage (or freedom of choice) refers to laws that mandate that specific provider groups be reimbursed for their services when the services are covered by a health plan. Mandated offering refers to laws that require insurers to offer the services of a provider when the services are covered by a health plan. Any willing provider refers to laws that require managed-care organizations to contract with any qualified provider who agrees to meet the contractual terms and conditions of the plan.

In this book, the IOM makes recommendations for permitting independent practice for mental health counselors treating patients within TRICARE--the DOD's health care benefits program. This would change current policy, which requires all counselors to practice under a physician's supervision without regard to their education, training, licensure or experience.
