33 This study is an analysis of the qualitative and quanti- tative components of environmental management sys- tems in small to medium-sized enterprises (SMEs) in the United Kingdom. The survey polled 31 self-selected SMEs. Though not statistically significant of the approx- imately 2.9 million in the United Kingdom, the com- mercial and marketing opportunities were a dominant initial trigger for the implementation of EMS for the firms, and legal compliance was a main driver behind the retention of the EMS over the years.
