Workshop Statement of Task
An Academies-appointed steering committee will organize a workshop addressing the use of strong encryption and implications of mechanisms for authorized government access to plaintext. The workshop will provide context on the current encryption debate and explore the implications of possible exceptional access strategies. It will specifically address the following topics: (1) encryption use cases and the feasibility of segmenting encryption policies, (2) security risks of architectures for enabling access to plaintext, and (3) technical and policy mitigations for inaccessible plaintext. The workshop will be conducted on an entirely unclassified basis and will be open to the public. A rapporteur-authored workshop summary will be prepared.
