AGENDA

Coordinated multi-sectoral responses that leverage the expertise and resources of the public and private sectors offer a promising model for addressing global health challenges. These models are increasing in use; however, the motivations, incentives, and needs for different sectors to engage in them are not always well understood. A better understanding of these factors can illuminate what is needed to develop effective models of multi-sectoral engagement based on defined value proposition. By bringing together cross-sector views and examining illustrative examples, this workshop, held by the National Academies of Sciences, Engineering, and Medicine’s Forum on Public–Private Partnerships for Global Health and Safety (PPP Forum), will focus on the role of value proposition in models of multi-sectoral engagement in global health.

With a specific focus on industry engagement, the workshop will examine how stakeholders within industry define and measure value relative to global health, and, at the same time, how and why other sectors in the global health community engage with industry. Representatives from key global health organizations will present their approaches and policies for multi-sectoral engagement and the challenges they have encountered when engineering successful models to operationalize this engagement. Several models of multi-sectoral partnerships, as well as their unique value propositions, will be discussed in order to explore how they enable sectors to work toward the same goal while creating value for each part-

ner. Additionally, the workshop will explore innovation in multi-sectoral engagement models; it will highlight several models with innovative elements and investigate where innovation is not happening and where it is most needed. This set of the discussions is intended to generate enthusiasm across sectors for more effective collaborative engagement in global health; to this end, the workshop will culminate in a facilitated discussion on actionable recommendations for the way forward.

WORKSHOP OBJECTIVES

• To explore assumptions about industry’s value proposition for global health engagement and about the value proposition for the global health community to engage with industry
• To examine approaches and policies for multi-sectoral engagement and to discuss challenges associated with engineering successful models
• To discuss how to create innovation in multi-sectoral engagement models for global health and to inspire participants to accelerate progress in testing and building these models

The PPP Forum fosters a collaborative community of multi-sectoral leaders from business, government, foundations, humanitarian and professional organizations, academia, and civil society to leverage the strengths of multiple sectors and disciplines to yield benefits for global health and safety. The forum is premised on the understanding that partnerships among these stakeholders can facilitate dialogue and knowledge exchange; use technological and process efficiencies; promote innovation; and synergistically advance humanitarian, international development, and global health interests. The U.S. National Academies of Sciences, Engineering, and Medicine provides a neutral, evidence-based platform through which the PPP Forum is convened.

The intended audiences for this workshop are the PPP Forum members and the organizations they represent; other public and private entities that have participated in or are considering collaboration across sectors to further global health and safety; and academics and researchers, across multiple disciplines, who focus on understanding the various models and value propositions of public–private partnerships to improve global health.

SESSION 1: VALUE PROPOSITION FOR MULTI-SECTORAL ENGAGEMENT IN GLOBAL HEALTH

Objective: To explore assumptions about industry’s value proposition for global health engagement and about the value proposition for other global health stakeholders to engage with industry by

• understanding how various companies and industry sectors define and measure value relevant to global health and highlighting the commonalities and differences;
• discussing decision making around industry engagement with global health, including balancing risk with value; and
• discussing decision making within the global health community around engaging with industry, including balancing risk with value.

SESSION 2: APPROACHES AND MODELS FOR MULTI-SECTORAL ENGAGEMENT
Session Chair: CLARION JOHNSON, ExxonMobil

Objective: To examine approaches, policies, and models for multi-sectoral engagement with the goal of identifying barriers to engagement and opportunities for facilitating more effective models by

• understanding motivations and approaches of key global health stakeholders for multi-sectoral engagement;
• highlighting challenges and barriers, for different sectors, to engineering multi-sectoral partnerships; and
• discussing models of multi-sectoral engagement, focusing on
  • value proposition,
  • barriers encountered and conditions that enabled success, and
  • what constituted success for the different partners, and measures of success.

DAY 2—NOVEMBER 16, 2018

SESSION 3: INNOVATION IN MULTI-SECTORAL ENGAGEMENT IN GLOBAL HEALTH

Objective: To examine innovative elements of specific models of multi-sectoral engagement by answering the following:

• Why was the model innovative?
• What issue did it address, and why was innovation needed?
• What lessons can the global health community learn from the model?
