C-1 RESPONSIVENESS OF EMERGING LONG-RANGE PMR PRACTICES TO SCENARIO ELEMENTS This appendix presents the summary of an exercise to identify an emerging PMR practice conducted using the Top-Down approach. The identified PMR practices were influenced by and correlated with each of the driver categories, and corresponding scenario lenses, presented in Chapter 2. Note that these emerging PMR practices overlapped with those identified using the Bottom-Up (i.e. inputs from subject matter experts) and Lateral (i.e. PMR innovations identified in the NCHRP 20-83(03) research) approaches. The Top-Down exercise entailed the development of detailed spreadsheets that mapped what emerging PMR practices supported the scenario lenses in each driver category from the perspective of PMR needs. Table C-1 presents the summary table in which every scenario lens in each of the eight driver categories is depicted in terms of whether the scenario lens is covered adequately by the candidate PMR practices. Table C-1 uses round ideograms to visually communicate the degree to which the emerging PMR practices support the scenario lenses in each driver category: • Fully-shaded circle: Indicates a high degree of responsiveness. A plethora of emerging PMR practices is available to directly address the implications of each scenario lens. • Half-filled circle: Indicates a moderate degree of responsiveness. Only a few niche emerging PMR practices are available to directly address the implications of each scenario lens, while there may be many other PMR practices that indirectly contribute to scenario lenses. • Empty circle: Indicates a lower degree of responsiveness. Either the innovations must occur outside the transportation domain or there are no conceivable innovations taking place within the transportation industry. Overall, the long list of emerging PMR practices identified using the Top-Down approach are highly responsive to scenario lenses in each driver category. There is a plethora of practices available to support scenario lenses relating to environmental stewardship, performance management, long-life and durable structures, materials, construction methods, information capture and analytics, vehicle characteristics and traffic operations; however, there are relatively a smaller number of emerging PMR practices to support institutional changes and funding implications. Table C-2 presents a sample of the detailed spreadsheets that formed the basis for the summary presentations depicted in Table C-1. Table C-2 specifically presents mapping of scenario lenses of each Driver category.
