6 Chapter 1 Research Approach The research team conducted the research for NCHRP 20-59 (51)A in two phases. In Phase I, the research team reviewed the content and framework of the original Security 101 document and identified extant literature and requirements related to security, cyber security, and infrastructure protection. In addition, the team conducted an exhaustive review of security, all hazards, resilience, and emergency management concepts bridging the gap between the 2009 publication of Security 101 and completion of work on the update in 2018. The essence of the research project was to ensure that security and risk are properly understood; to identify the roles, responsibilities, and requirements of transportation agencies; and to articulate in the updated primer what approaches, resources, and tools are available. The project results are documented in this final report, including the results of the literature review and best practices. NCHRP Research Report 930: Update of Security 101: A Physical and Cyber Security Primer for Transportation Agencies and the Implementation Technical Memorandum are separate documents.
7 The research approach, illustrated below, recognizes the three major elements of the effort, after the initial conference with the review panel to finalize the work plan (Task 1): 1. Research/Requirements/Practice Review and Analysis. An exploratory phase (Tasks 2 and 3) where the teamâs current understanding is combined with insights provided by other sources with the resulting assessment of current approaches, practices, and changes from the original NCHRP research document. 2. Outline and Phase II Plan Development. A planning phase (Tasks 4 and 5) where the team develops an approach that meets practitioner needs in ways that are likely to be implemented in practice and would be suitable for use in a transportation agency. 3. Update Implementation. The implementation and results phase of the effort (Tasks 6 and 7) where the team provides the guidance that practitioners need to implement the methodology. The final task (Task 8) documented the research conducted with the development and delivery of the final deliverables.
