DoD HBCU/MI “Roadside Assistance”
Office of the Secretary of Defense (OSD) HBCU/MI Program
(administered by the HBCU/MI office within the Research Directorate of the Under Secretary of Defense (Research and Engineering))
- Perform an internet search for “DoD HBCU/MI Program.”
- The home page for the OSD Research Directorate will appear.
- Select the hexagon that identifies the HBCU/MI Program.
- On the HBCU/MI website you will see
- A link to the Summer Research Program.
- A link to the www.grants.gov announcement for the OSD Research and Education Program for HBCU/MI. The funding opportunity announcement is regularly updated and is currently open through April 2024.
- Note that technical assistance/information workshops that the OSD HBCU/MI office presents, with its military department partners, will be described on the website when scheduled. There is no set date or time of year for the workshops. HBCU/MI institutions should check the website regularly.
- It is typical that the OSD HBCU/MI office executes its funded programs through the HBCU/MI and contracting offices of one of the military departments (the Army Research Laboratory, Office of Naval Research, or Air Force Office of Scientific Research).
- For general programmatic questions, potential proposers should contact the OSD HBCU/MI director (at the time of current report’s release: evelyn.w.kent.civ@mail.mil), and for more specific grants proposal
- process questions, they should contact the contracting office listed in the www.grants.gov solicitation.
Army HBCU/MI Program (administered by the Army Research Laboratory)
- Perform an internet search for “Army Research Lab HBCU/MI Program.”
- The “HBCU/MI Initiative” page is under construction at this writing.
- The Army Research Laboratory administers its own (Army) HBCU/MI programs and it is the grants/contracts administering agent for HBCU/MI solicitations that are directed, selected, and funded by the Office of the Secretary of Defense (see above).
- Note that the Army Research Laboratory’s HBCU/MI program office holds HBCU/MI information sessions on its own as well as with other military departments and the Office of the Secretary of Defense HBCU/MI Office. Dates (when determined) are published on its website.
- The Army Research Laboratory has an “open” broad agency announcement (BAA), not targeted at HBCU/MIs but to which an HBCU/MI can apply. It was posted in 2017 and is open for proposals until 2024. See www.grants.gov and search for “ARL BAA for Basic and Applied Scientific Research.”
- There is not a specific Army solicitation targeted specifically at HBCU/MIs, but, as noted above, the Army (through the Army Research Laboratory) announces federal funding opportunities for the Office of the Secretary of Defense (HBCU/MI programs).
Department of the Navy HBCU/MI Program (administered by the Office of Naval Research [ONR])
- Perform an internet search for “Department of the Navy HBCU/MI Program.”
- A site will appear with names, contact information, links, and short descriptions of the various HBCI/MI programs, including the following:
- The Annual Naval Opportunity Awareness Workshop, a two-day event, which is in-person or virtual depending on current health restrictions. In 2022 and going forward, it is expected to be held in the spring or early summer each year. The Naval HBCU/MI program also offers joint information sessions together with other services and the Office of the Secretary of Defense.
- Summer Faculty Research Program
- Sabbatical Leave Program
- Faculty Startup Program in Materials
- Naval Science Awards Program: Various Navy commands’ and labs’ HBCU/MI programs
- Broad agency announcements (BAA) can be found in www.grants.gov or by performing an internet search for “ONR Broad Agency Announcements (BAA), Funding Opportunity Announcements (FOA) and Special Program Announcements.” The ONR BAA link will list all of the current ONR BAAs
- The general open BAA (“Long range BAA for Navy and Marine Corps Science and Technology”)—a program not targeted to HBCUs or other minority institutions but is open to all institutions—is announced around October 1 of each year and is open for the entire fiscal year.
Air Force HBCU/MI Program (administered by the Air Force Office of Scientific Research [AFOSR])
- Perform an internet search for “AFOSR Funding Opportunities-Special Programs.”
- Scroll down to the link for the HBCU/MI program.
- The link refers potential proposers to the AFOSR core program broad agency announcement (BAA), which can be found in www.grants.gov. Typically, it is called “Research Interests of the AFOSR.” It is updated regularly; there is always a core BAA open.
- There is no AFOSR BAA specifically targeted at HBCU/MIs.
- The Air Force Office of Scientific Research holds HBCU/MI information sessions (https://community.apan.org/wg/afosr/w/researchareas/8000/afors-workshop-review/) and participates with other military departments and the Office of the Secretary of Defense (HBCU/MI Office) on dates published on the AFOSR/HBCU/MI website.
