3  The purpose of this research project is to develop guidelines to promote the practice of safe and secure collaboration and the sharing of information and data across internal and external transportation agency partners and stakeholders. This document provides research findings on the factors that impede data and information sharing and collaboration in order to identify ways to overcome them. 1.1 Project Background The objective of this research is to help transportation entities understand how to share intel- ligently across internal divisions as well as with other transportation entities. It addresses the underlying need among the executive leadership of state DOTs to enhance their understanding of how to balance digital asset protection and cybersecurity risk while enhancing the exchange of data and information to support increasingly data-driven operations. 1.2 Project Goals The goal of this project is to provide transportation agencies with a framework for the following: ⢠Promoting collaboration and the sharing of knowledge, data, and information between state DOTs and transportation-related stakeholders ⢠Addressing concerns for security and information integrity and how it can restrict and complicate collaboration and the sharing of information and data ⢠Understanding collective knowledge of broader operations in transportation and related entities with regard to security issues in structured data exchange and cybersecurity across all agency functions ⢠Understanding business requirements for collaboration and sharing of knowledge, data, and information, including functional, technical, operational, and security requirements 1.3 Project Scope The two-year project consisted of the following six tasks: 1. Perform Literature Review 2. Develop Descriptive and Analytical Framework 3. Prepare Interim Report 1 (IR1) 4. Prepare Interim Report 2 (IR2) 5. Prepare Final Deliverables 6.
