PREFACE The Committee on Research on Law Enforcement and Criminal Justice, under contract with the Law Enforcement Assistance Administration (LEAA), has under- taken to evaluate the research program of LEAA's National I n s t i t u t e of Law En- forcement and Criminal Justice (NILECJ). The evaluation task includes the following major features: ⢠the i d e n t i f i c a t i o n of NILECJ's goals and objectives and a h i s t o r i c a l description of i t s planning process; ⢠an assessment of the grants and contracts awarded from 1969-1975, i n terms of - s c i e n t i f i c adequacy, - subst£intive contributions, and - social p r i o r i t i e s ; ⢠an assessment of planning and funding procedures with recommendations; ⢠an assessment, with recommendations, of the two non- research functions of NILECJ, dissemination and evaluation; and ⢠a proposed research agenda. This interim report covers the f i r s t of those f i v e tasks.
