73 C H A P T E R 4 Phase III: Outreach and Technical Assistance Web-Based Workshops To disseminate the key findings from this project and contribute to the national dialogue on target setting, the project team hosted six web-based workshops. These interactive sessions were two hours long and took place online. The first five workshops focused on methods for each performance area. During each of these workshops, a member of the research team provided an overview of the Guide and spoke about the types of target setting methods, target setting philosophies, and characteristics of effective methods. The research team also outlined specific methods for the performance area and facilitated a conversation with attendees about experiences with setting targets. Discussion questions included: • What challenges or benefits have you found with your method of target setting? • Do you or your agency wish to use a different method but face a barrier? • How to address shifts in travel patterns and mode shares due to COVID-19? • Have you been able to leverage the target setting or reporting process to bring about new actions or strategies to address performance? • How have targets been integrated in regional planning? • Has the process of setting targets strengthened coordination between MPOs and state DOTs? What made the process successful? • How do you communicate your targets to elected officials? Stakeholders? The public? Have you had to communicate worsening performance targets? Additionally, each workshop featured presentations from state DOTs and MPOs. Practitioners walked through their target setting processes; shared how their methodologies have changed over time; and discussed challenges, tips, and lessons learned. The sixth, final workshop followed a similar format but, rather than focusing on one performance area, provided a high-level overview of some of the key lessons from the Guide and the previous workshops.

Summary of Web-Based Workshops Workshop* Date Attendance Summary Safety June 2, 2022, 2- 4pm ET 133 Speakers from WSDOT, SCDOT, and Michigan DOT shared their methods, tips, and tricks for setting safety targets and overcoming the challenges faced. WSDOT shared their Target Zero framework, communication approach, and collaboration strategies. SCDOT reviewed their use of trend line analysis and Excel models and methods for tying the process to financial investments. Michigan DOT reviewed their change model, count model, and investments that can reduce risk. Travel Time & Reliability June 8, 2- 4 pm ET 91 This web-based workshop covered different approaches for travel time and freight reliability target setting methods. Iowa DOT shared their risk-based target setting approach, which involves developing prediction intervals and focusing on the probability of achieving targets. VDOT shared metrics and measures for travel time reliability; processes for collecting, cleaning, and visualizing data; steps for establishing variables; and modeling methodology. Congestion June 16, 2022, 2-4 pm ET 96 This web-based workshop included an overview of effective methods for setting Non-SOV and PHED targets and challenges related to coordinating on the UZA-level, identifying quality data, and considering investment impacts. Memphis MPO explained how they consider historical trends, upcoming projects, multiple projection types, and stakeholder input to set targets. MWCOG shared their performance-based planning coordination strategy, including how they work with multiple state DOTs, and their forecasting and modeling methodology. Bridge Condition June 23, 2pm - 4pm ET 102 This workshop explored bridge condition target setting methods, which have shifted at many agencies in response to recent changes in bridge data collection procedures. PennDOT shared their past, current, and future processes and how they fit in with various planning documents. Connecticut DOT walked through its process of using annual scenario runs, fact sheet updates, and “State of the Asset” meetings to coordinate on and finalize targets.

75 Workshop* Date Attendance Summary Pavement June 30, 2022, 2-4 pm ET 128 Pavement condition methods are similar to those used for pavement, but data sources and target considerations differ. In this workshop, South Dakota DOT reviewed its pavement management analysis process, including converting HPMS data, inputting variables, and conducting scenario analysis. Vermont Agency of Transportation outlined its use of a cracking index, composite index, and pavement condition projections for various budgets. Lessons Learned July 21, 2- 4 pm ET 137 The capstone workshop in this series provided an overview of the Guide and a high-level summary of key lessons about effective target setting methods. Minnesota DOT reviewed its policy- based safety methodology, pavement model, bridge forecasts, and travel time reliability historical trends, as well as its approach to navigating the relationship between state and federal targets. Connecticut DOT outlined its approach to relating actions to outcomes, a framework for assessing its ability to forecast outcomes and set targets, and considerations for selecting methods. *Videos of each workshop are available at https://vimeo.com/showcase/10177279. In-Person Workshops The research team scheduled two in-person workshops in late 2022 to further disseminate the findings of the Guide: a pre-conference workshop at the Association of Metropolitan Planning Organizations (AMPO) Annual Conference in Minneapolis and a workshop associated with the AASHTO 2022 Conference on Performance-Based Management, Planning, and Data. The in-person workshops provided an opportunity for participants to learn about effective methods for setting transportation performance targets as outlined in the Guide and highlighted technical methods for setting targets (e.g., different methods available, procedures for applying methods, and issues to consider) as well as process issues (e.g., effective practices related to coordination, ways to make the target setting process valuable), giving participants the opportunity to learn from peers about effective target setting practices.
