Authors

Jens-Uwe Kuhn (Lead Author) serves as Dean of Educational Programs at Santa Barbara City College (SBCC), primarily overseeing sciences, engineering, and mathematics. He has been SBCC’s primary institutional representative for the Action Collaborative at the National Academies of Sciences, Engineering, and Medicine, also serving on the Prevention Working Group. He holds a Ph.D. in chemistry from the University of California Santa Barbara and a master’s in chemistry from Northern Arizona University. He has been at SBCC for 15 years, beginning as a faculty member, later also serving as Department Chair, and holding various administrative appointments, including as Principal Investigator for numerous externally funded initiatives and projects.

Nizam Arain serves as the Associate Vice Chancellor for Access and Equity at the University of Illinois, leading the Office for Access and Equity and overseeing institutional equity efforts related to discrimination, accessibility, and affirmative action. Nizam received his B.A. in political science from the University of Illinois and his J.D. degree from the University of Michigan Law School. He previously served as the Director of Equity and Affirmative Action at the University of Wisconsin-LaCrosse, and as a practicing attorney in Chicago. In addition to his administrative roles, Nizam has taught undergraduate- and graduate-level courses on higher education law and policy, and U.S. government and constitutional law, and has given numerous guest lectures and conference presentations on issues of diversity, free speech, and civil liberties.

Justin Bell is the Director of Nondiscrimination Initiatives and Title IX Coordinator at Olin College of Engineering and Wellesley College. He is responsible for running the Title IX and Nondiscrimination programs at both schools. In his dual role, he is available to provide information to students, faculty, and staff at both institutions regarding the Title IX and Nondiscrimination programs, including policies, investigation process, and interim and other remedies. He also works with other on-campus resources as appropriate. In his role at both institutions, he takes primary responsibility for assessment of effectiveness of both institution’s Title IX and Nondiscrimination programs.

Brianna Davis is a second-year clinical psychology doctoral student at Sam Houston State University. She also serves as the Assistant Director of Legislative Affairs at the National Association of Graduate-Professional Students (NAGPS).

Helen Kaiser is the Associate Director (Health) of the Office for the Prevention of Harassment and Discrimination and the Deputy Title IX Officer at University of California, San Diego. In her role, she focuses on addressing discrimination, harassment, and sexual misconduct cases in the institution’s healthcare system and schools, as well

as preventative measures. Helen is an attorney with more than 12 years of experience in civil rights cases. She has extensive experience in investigations and education in Title IX and related areas.

Devin Madden is the Associate Director of Gender Equity in the Office of Gender Equity in Science and Medicine at the Icahn School of Medicine at Mount Sinai (ISMMS). In this role, Devin supports the office’s mission of promoting equity through programs, policies, and community-building that address how ISMMS shows people they are valued and can succeed regardless of gender identity or expression. Devin’s current work builds on programs they developed and facilitated during their time working at the New York City Department of Education to foster more inclusive, affirming environments for educators working across the school system. At ISMMS, she is responsible for co-developing and delivering programs on the ways in which gender-based microaggressions show up in our school community, the impacts they have on individuals and the overall culture of our workplace, and strategies for addressing them. Devin is also a team member of the Institute for Health Equity Research at Mount Sinai where she actively engages in community-based research initiatives. Devin is also currently pursuing a Ph.D. in education and leadership at Pacific University.

Guilene Prepetit is the Deputy Title IX Coordinator and Human Resources Generalist at Olin College of Engineering. She is responsible for ensuring a streamlined process for many areas in human resources, including, but not limited to, recruitment, benefits, compensation, employee relations and compliance. Prior to joining Olin, she worked for companies that range from management consulting to biotech and health insurance companies to non-profit organizations. Guilene’s experience in human resources and risk management spans more than 25 years.

Kaaren Williamsen is Director of PEAR (Prevention, Education, Assistance, Resources) in the Equity, Civil Rights, and Title IX Office at the University of Michigan. PEAR is a new department focused on providing prevention and policy education for faculty and staff, as well as assistance to units and colleges as they holistically respond to sexual misconduct in their communities. She has also served as Director of SAPAC (Sexual Assault Prevention and Awareness Center) at the University of Michigan. Prior to University of Michigan, she served as the Title IX Coordinator at Swarthmore College, and was the founding director of the Gender and Sexuality Center at Carleton College, where she also served as a Deputy Title IX Coordinator. Kaaren has master’s degrees in women’s studies (Minnesota State, Mankato) and counseling and student personnel psychology (University of Minnesota, Twin Cities); she holds a Ph.D. in organizational leadership, policy, and development from the University of Minnesota. Completed in 2017, her dissertation addressed the limitations of the traditional response to sexual misconduct and the possibilities of restorative justice. She co-founded Campus PRISM

To address the persistent problem of sexual harassment within higher education, research suggests that environments need to convey that sexual harassment is not a norm and actively discourage it when it does occur. One approach that researchers have identified as helping to create such environments is bystander intervention programs, which prepare and equip individuals to interrupt and intervene when harassing behavior occurs. This paper explores bystander intervention training approaches that are designed for the complex work environments within higher education, and considers how to apply the principles of bystander intervention to the experiences and environments of faculty, staff, and graduate students., Institutions within the Action Collaborative were asked a standard set of questions to learn about their experiences with commitment and buy-in from leadership, details on how the trainings were developed and what audience it was targeted to, and how the training programs were evaluated. The paper summarizes responses from seven of these institutions and ends with a call for additional research and action.

This individually-authored issue paper was created by members of the Prevention Working Group of the Action Collaborative on Preventing Sexual Harassment in Higher Education to understand how institutions are addressing the gap in bystander intervention training for faculty, staff, and graduate students. The Action Collaborative on Preventing Sexual Harassment in Higher Education of the National Academies of Sciences, Engineering, and Medicine brings together academic and research institutions and key stakeholders to work toward targeted, collective action on addressing and preventing sexual harassment across all disciplines and among all people in higher education. The Action Collaborative includes four working groups (Prevention, Response, Remediation, and Evaluation) that identify topics in need of research, gather information, and publish resources for the higher education community.
