Publications Future Planning for the Public Health Emergency Preparedness Enterprise: Lessons Learned from the COVID-19 Pandemic: Proceedings of a Workshop A National Academies’ planning committee hosted 1.5-day public health workshop. Invited participants from government, non-governmental organizations, and private-sector organizations explored the nation’s public health emergency (PHE) preparedness enterprise, including existing PHE preparedness and response plans, systems, and structures, through the lens of the COVID-19 response in the United States. Key components, success stories, and failure points throughout the entire PHE preparedness and response enterprise were explored in order to identify opportunities for more effective catastrophic disaster, pandemic, and other large-scale PHE planning at the federal, state, local, tribal, and territorial levels. RELEASED: 2022 Evolving Crisis Standards of Care and Ongoing Lessons from COVID-19: Proceedings of a Workshop Series The COVID-19 pandemic overwhelmed the U.S. medical care system and supporting supply chains for medications and materials that led to the widespread consideration of CSC planning and selected implementation of key elements of the CSC framework in communities across the nation. The workshop series consisted of five sessions beginning with an overarching, introductory session that explored the re- examination of definitions and recommendations first outlined in the Institute of Medicine’s (IOM’s) 2009 Letter Report Guidance for Establishing Crisis Standards of Care for Use in Disaster Situations. Subsequent workshops examined the systems framework articulated in IOM’s 2012 report Crisis Standards of Care: A Systems Framework for Catastrophic Disaster Response, with particular attention on planning and implementation considerations; legal, regulatory, and equity considerations; and staffing considerations.
