Appropriation (ArnQr), MCA, program Some, such as those i n d i r e c t support of a miss lie-launching i n s t a l l a t i o n , may be planned by a "mission command," rather than a "geographic command" and funded as part o f the funding f o r the overall mssian Some, such as those o f a r e l a t i v e l y minor nature, may be planned by an i n s t a l l a t i o n and funded as part o f the operations and maintanance (0§M) funds o f the i n s t a l l a t i o n Some, such as those related t o community f a c i l i t i e s l i k e o f f i c e r and noncommissioned o f f i c e r clubs, post exdiang^s, and theaters, may be planned by an i n s t a l l a t i o n and funded with nonappropriated funds Irrespective o f the process whereby f a c i l i t i e s are acquired, the process or system conpnses three TO&JOT subsystems planning subsystem, funding subsystem, design and construction subsystem The ove r a l l MCA system i s i l l u s t r a t e d m Figure 14 and i s described i n d e t a i l i n the material that follows below a Planning Subsystem The planning subsystem comprises three majjor ingredients a basis f o r planning, master plaiming o f an Am^ i n s t a l l a t i o n , and tr a n s l a t i o n o f the i n s t a l l a t i o n master plan i n t o construction programs Basis f o r Planning The basis f o r planning comprises items 1 through 6 i n Figure 14 lliese items are (1) Existing acts, resolutions, and other expressions o f Congressional views on foreign policy and national defense matters (2) Existing t r e a t i e s , executive orders, and other ejq)ressions o f Presidential views on foreign p o l i c y and national defense natters (3) Existing d i r e c t i v e s , memorandums, and other ejq)ressions o f DOD inter p r e t a t i o n o f foreign policy and national defense matters, including designation o f active Class I Army i n s t a l l a t i o n s (4) Existing concepts and doctrines o f the JCS regarding the develop- ment and use o f the na.litary services m support of foreign and national defense policy (5) Existing d i r e c t i v e s , memorandums, and other ejq>ressions o f D/A guidance inplementation o f DOD po l i c y and JCS concepts and doctrines i n the Anqy (6) Existing concepts and doctrines o f the Arniy regarding the develop- ment o f Amor coid)at arms, combat siqpport, and combat service forces f o r h i s ^ - i n t e n s i t y , mid-intensity, and low-intensity involvement with respect t o defense of CONUS, and support o f Amy theater o f operations a c t i v i t i e s , and e x i s t i n g Amy Regulations s e t t i n g f o r t h tables of organization and equipment f o r a l l Amor units as well as units t o be developed, s p e c i ^ m g procedures t o be followed f o r planning, funding and acquiring f a c i l i t i e s I n s t a l l a t i o n Master Planning The process whereby the basis f o r planning IS translated into a master plan f o r a Class I i n s t a l l a t i o n (a majority o f Class I i n s t a l l a t i o n s have approved master plans) comprises items 7 t h r o u ^ 28 i n Figure 14 These items are (7) OCSLOG, Directorate o f I n s t a l l a t i o n s , I n s t a l l a t i o n s Management Branch develops the Stationing Plan, the defining o f what units w i l l be assigned t o which Class I and Class I I i n s t a l l a t i o n s 49

Amy Regulations and Engineer Regulations governing the master planning process (both items are prepared i n the Planning Branch, Engineenng Division, Directorate o f M i l i t a r y Construction, OCE and are approved and d i s t n b u t e d through OCE and CSA channels), 53
