3 Operation of the System As described in Section I I , Part A, The System i n Perspective, i t i s the se- quence of events conducted between the strategic planning functionaries of the Joint Chiefs, OSD, and eadi m l i t a r y service, which establishes the f i r s t plan- ning elements that ultimately w i l l define the military construction program (MCP) These strategic planning a c t i v i t i e s r e s u l t i n generation of Program Objective Memoranda (POMs) by mid-May each year and v i r t u a l l y set the stage for progress- ing with annual Planning, Programming, Budgeting and Execution (PPB § E) woik By reissue of these POMs to the service Secretaries, the military departments axe advised by OSD to i n i t i a t e both personnel and procurement requirements and funding definition (with appropriate j u s t i f i c a t i o n and back-tp data) to request authorization and ^propnation for the f i s c a l year q>proximately 13 months hence A portion of the POM incorporates new reqiurements c r i t e r i a to s v ^ o r t implementation of mission fulfillment The planning, programming, and budgeting a c t i v i t i e s i n i t i a t e at the Headquarters level when the Secretary of the Navy (SECNAV) advises the Chief of Naval Operations (CNO), who i n turn n o t i f i e s the Commander NAVFAC, as well as a l l other Naval Commands, that POM guidance i s re- leased Eadi of the twenty-two Navy Command a c t i v i t i e s examines the POM input data and abstracts that information pertinent to f a c i l i t y needs These inputs are recon- c i l e d with the rereleased POMs' f a c i l i t i e s data and each command thereby pos- sesses both mission planning guidance and authority to proceed F a c i l i t y needs are identified by one of twenty investment categories which are translatable i n - to f a c i l i t y class numeric codes The Commands convey the prepared guidance data v i a the diain of command to t h e i r f i e l d a c t i v i t i e s for i n i t i a t i o n of the Shore F a c i l i t i e s I n s t a l l a t i o n Planning and Programming (SFIPP) cycle Figure 31 shows the functional flow characteristics of the SFIPP operations Although the SFIPP system a c t i v i t i e s are i n i t i a t e d annually, the actual opera- tion occurs on a routine basis since i t i s always a condition that f a c i l i t y needs from prior years are s t i l l existent to meet mission requirements at the a c t i v i t y , and while unfinded i n prior years, may have risen m p r i o r i t y i n the f i s c a l year under consideration Consequently, those prior year needs, together with new m i s s i o n - f u l f i l l i n g f a c i l i t y needs, enter the programming phase of ac- t i v i t i e s with the response to h i j ^ e r command's c a l l for definition m the form of Logistic St:pport Requirments (LSR) documents The f i r s t document generated i n the five part series of response-to-needs i s the Basic F a c i l i t y Requirement L i s t (BFRL) or the 11000 1 document The .BFRL i s prepared at and by the station under j u r i s d i c t i o n of the a c t i v i t y commander and primarily by the Piiblic Works Officer (PWO) or his department for the a c t i v i t y commander The NAVFAC Engineer- ing F i e l d Division (EFD) personnel of code 09P a s s i s t the PWO and Activity Com- mander i n coiq)letion of the BFRL Specific predefined assistance i s available to PWO and EFD personnel i n the form of DOO planning factors and construction c r i t e r i a manuals The conpleted 11000 1 document progresses through the chain of command where each higjier'echelon has perogatives to change, deny, or acquiesce to the BFRLs (History indicates that the power of approval always has svqpergession at higgler authority, power of disq>proval hangs heavy i n s p i r i t only, the perogatives for s i m p l i s t i c modifications are the usually prescribed alterations to the document ) 99
