About the Forum Formed in 2007 in response to Homeland Security Presidential Directive 21, the Forum on Medical and Public Health Preparedness for Disasters and Emergencies convenes and engages leaders at federal, state, local, Tribal, and territorial levels representing government, non-profit, and for-profit sectors to improve the nation’s medical and public health preparedness for, response to, and recovery from disasters and emergencies, including emerging threats. The forum provides a neutral venue to identify and elevate critical issues in medical and public health emergency preparedness and response proactively—with a focus on bridging the gaps between research, policy, and practice. The forum fosters in-depth discussion and collaboration to examine barriers, identify research, explore innovative operational and policy solutions, and inspire action among stakeholders in support of sustaining and advancing health security. It is here in this forum where stakeholders sit down together and discuss the primary issues and policies, make assessments, and review outcomes related to the nation’s medical and public health readiness. Within 180 days after the date of this directive, the Secretary of Health and Human Services shall commission the Institute of Medicine to lead a forum engaging Federal, State, and local governments, the private sector, academia, and appropriate professional societies in a process to facilitate the development of national disaster public health and medicine doctrine and system design and to develop a strategy for long-term enhancement of disaster public health and medical capacity and the propagation of disaster public health and medicine education and training.
