Cohen was an associate economist at the Rand Corporation, a research associate for economics with the Brookings Institution, a senior economist with the California Institute of Technology' s Environmental Quality Laboratory, and an assistant professor of public policy at Harvard University's Kennedy School of Government. She was the Olin Visiting Professor in Law and Economics at the University of Southern California Law Center in 1993 and 1998, a fellow of the California Council for Science and Technology in 1998, and a research fellow at the Brookings Institution in 1977.
