... Each perfo~ance measure was implicitly linked to one or more planning objectives, and consisted of a measurable indicator and target. Because a key tenet of south Florida ecosystem restoration is that hydrologic restoration is a necessary starting point for ecological restoration, the performance measures created by the AFT were largely indicators of hydrologic characteristics, consistent with what is known or hypothesized about the optimum hydrologic patterns for a number of characteristic plant and animal communities in the historic Everglades.
