... BACKGROUND Origins of the NCS The impetus for the NCS, which has been in development since 2000, has many sources. A confluence of concerns led to the establishment, in April 1997 by Executive Order 13045, of the President's Task Force on Environmental Risks and Safety Risks to Children.
