A 1976 graduate of the Bauman Moscow State Technical University, Department of Power Machines and Installation, he worked from 1976 through 1999 at the Scientific Research and Design Institute of Power Engineering, being involved in the development of new types of nuclear power plants. From 1999 through 2003, he served as deputy head and subsequently head of the Department for Atomic Energy at the Russian Ministry for Atomic Energy.
