... In addition, if the promise of statewide VRDs for improving voter registration is to be realized, the states will have to address some longer-term issues. These issues can be successfully addressed only with coordinated, concerted, and sustained support for continuing improvement on the part of many parties, including state election officials, nonelection state and local agencies, state legislatures, voter advocacy groups, and the federal government.
