At RAND he was the leader of the Health and Quality Group on the $80 million RAND Health Insurance Experiment and was the co-principal investigator on the Health Services Utilization Study, which both developed a method to assess appropriateness of care and then applied it to carotid endarterectomy, coronary angiography, and endoscopy.
