Ministry of Irrigation The Water Research Centre, the research agency of the Ministry of Irrigation, is organized into 11 research institutes; it also has a project for the Water Master Plan and departments for technical training and for research services. The Water Master Plan studies models for upper Nile flow routing, Nasser Lake reservoir operation, drainage, downstream water distribution, and changes in the Equatorial Lakes basin down to the Lake Albert outlet.
