5 BACKGROUND Airports operate in dynamic and challenging environments. Increasingly, political, financial, regulatory, and operational pressures and challenges require airport leaders to pursue the development of effective working relationships with a myriad of individuals and entities, both interdependent on and oftentimes independent of an airport, to ensure the long-term viability of their facilities.
