... 32 Guide to Cross-Asset Resource Allocation and the Impact on Transportation System Performance In anticipation of implementing the framework with long-range transportation plans, several participants asked how the tool prototype could be adapted to predict performance over time. While this was outside the scope of the project, the tool can be analyzed from the top down or repeatedly run on a year-by-year basis with manual updating based on what projects were selected each year.
