24 NYCT continued to enforce zero tolerance policy by means of "undercover rides." In the first 18 months of enforcement, 13 operators were terminated and one, who was initially discharged, was reinstated following arbitration. The policy has also resulted in an 80% decrease in cell phone use rule violations.
