48 Through the site visits and interviews, the research team identified one consistent observation: that safety is a high priority for entities that operate in and around the apron area, irrespective of whether they operate in a regulated environment or under an apron management program. It was repeatedly reported that the safety and well-being of employees and equipment are critical and that the financial and operational costs of injuries and equipment damage are too high for these to be anything but the highest priority.

49 currently only include the airport movement area (generally runways and taxiways) , the NPRM includes implementation of an SMS in the non-movement areas, which would include the leased apron area surrounding the terminal.
