... 12Analysis and Evaluation The researchers analyzed the information gathered in Tasks 1 and 2 to determine the root causes of utility delays and organized a panel of industry representatives to provide review and feedback and develop a core toolbox including implementation requirements, barriers, solutions, management issues, examples, and evaluation considerations. The information obtained in Task 2 provided the following knowledge: • Understanding of the utility relocation process and its variations as practiced in different states, • Determination of problem areas and preliminary identification of the root causes, and • Identification of best practices.
