NCHRP Project 8-53 – Integrating Freight into Transportation Planning and Project-Selection Processes Appendix C – Interview Guide Interview Approach The goal of this project is to assist state DOTs and MPOs to better integrate freight into their transportation planning and programming processes, focusing specifically on project development and implementation issues that have not been fully explored by other freight planning initiatives conducted to date. The purpose of these interviews is to identify best practices in freight planning and programming associated with the five themes that were identified during the course of the Task 1 literature review (described below)
