... 114 A P P E N D I X C Performance Measure Evaluation Process Based on feedback from the project kick-off meeting and panel teleconference, the research team developed the following process to evaluate and refine the list of performance measures: Step 1: Characterization: The research team characterized each performance measure according to the categories identified in Table C-1 and eliminated redundant measures. Step 2: Qualitative Screening: The research team qualitatively screened the performance measures using evaluation criteria approved by the panel and refined the list to a desired range of approximately 60 to 80 measures.
