As noted early in this chapter, we have not made a detailed study of the budget necessary for implementation of the Decade, in the view that this must await elaboration of program details by potential participants. Some general comments on funding are presented at the beginning of this chapter.

As a general principle, the intent of establishing priorities should be to eliminate less desirable projects rather than to reduce support of a l l conceivable projects to f i t the available resources. It is more desirable to conduct selected projects at an adequate funding level than to diffuse available support through a larger number of projects that cannot be implemented in suitable depth and quality.

Given the goals of the Decade, criteria can be developed that define characteristics of projects so that they can be rated in terms of qualitative compatibility with the criteria, the degree of quantitative compatability, the probability of successfully achieving project goals, and the estimated range of cost. The first step would be to compare project characteristics with criteria, in a comparison of alternative means of accomplishing a limited set of objectives.
