As stated in the Project 04-19 Final Report, "The FAA recognized that there is a wide variance in knowledge, experience and capability between larger, well-staffed emergency management teams at larger airports on the one hand, and smaller Index A and B airports on the other that may not be as well staffed and funded, in their relative ability to develop AEPs." Synthesis Organization The synthesis is organized into six chapters.
