SCOPE OF THE REPORT This report provides an overview of a cross-ocean program of U.S.-­ Russian nongovernmental cooperation that has focused on assessing the roots and trajectories of ethnic conflict, violent extremism, and terrorism during the past 25 years. The program has been based primarily on a series of bilateral agreements on scientific cooperation between the U.S.
