Some discrepancies resulted from changes during the course of a specific project -- for example, if a project's proposed budget differed from the final awarded budget after negotiations and then could be further revised through add-on awards and extensions. To facilitate the evaluation data analysis, all project data were summarized in a set of spreadsheets that assigned a unique identifier to each project and linked the project to significant data (such as PI names, performing organizations, project title, funding duration, and awarded amount of funding)
