8 In-Service Performance Evaluation: Guidelines for the Assembly and Analysis of Data 2.4 Summary: ISPE Methodology and Scope This report can be used by any transportation agency as a stand-alone guide for performing an ISPE. These guidelines were developed specifically to promote collaboration and sharing of data between jurisdictions; therefore, the greatest benefit will be realized when jurisdictions conduct collaborative ISPEs.
