... 44 TCRP LRD 59 1.  Title VI of the Civil Rights Act Title VI, 42 U.S.C. § 2000d et seq., enacted as part of the landmark Civil Rights Act of 1964, prohibits discrimination by recipients of Federal financial assistance on the basis of race, color, and national origin, including the denial of meaningful access for LEP persons.385 Its purpose is to ensure that public funds are not spent in a way that encourages, subsidizes, or results in discrimination on these bases.
