... 6 Application of Dynamic Lane-Use Control: Proposed Practices had approved requests to experiment with alternative signals for congestion management. The memo states that the studies to date provided no "empirical evidence to support that the alternative signal displays tested perform more effectively than those currently specified in the MUTCD." The memo stresses that there is no evidence that the current MUTCD indications do not result in the desired road user behavior.
