The team first started with reviewing the countermeasure name, countermeasure category and subcategory of all CMFs from the CMF Clearinghouse and then supplemented that with information from 15 States that included countermeasure lists, Highway Safety Improvement Program (HSIP) manuals, HSIP reports, and implementation tools.
