Recommendation: NASA's Earth Science Division should improve its communication with the com munity to provide the rationale for the decisions it makes particularly in the face of inadequate resources, including providing timely information about program plans, budgets, and anticipated solicitation timelines through town halls, webinars, and via the NASA website.
