9 Summary of Literature Review This chapter summarizes a literature review on CAT data and characteristics, existing approaches for freeway operational strategies using traditional ITS data and corresponding gaps, and potentially enhanced approaches for freeway operational strategies using CAT data; identifies corresponding gaps; and summarizes findings from interviews of a volunteer stakeholder panel of experts. The scope of the effort is limited to a review of publicly available literature related to CAT data, the data's use in freeway performance-measure estimation and operational strategies, and feedback from a volunteer stakeholder panel.
