The fundamental problem in selecting technologies deserving of an LSDP is shown by the fact that of 184 technologies screened, only 12 were found to conform with the acceptance criteria, and for the majority of the 10 technologies actually demonstrated, the results could have been predicted quite reliably without the elaborate procedures employed in the course of the demonstrations.
