... Much of the workshop discussion focused on the fact that the end of the Cold War and the coming reductions in the federal budgets will require a cultural change in the research community. John Seely Brown's point about the historical evolution of research at Xerox from grounded research to open-loop research was very interesting and is indicative of the need for some kind of change in culture, both within academia and in NSF.
