We note that the "high stakes" issue in terms of VNT use for decisions about tracking, promotion, or graduation has already been consiclerec3 in another congressionally manciatec3 study of the VNT, which concluciec3 that the VNT should not be used for such decisions (National Research Council, l999c31.
