In 1986 the Foreign Experts Bureau, which now reports directly to the State Council, continues to be responsible for overall policy concerning foreigners teaching in China, but recruiting and administration are now carried out by various agencies and institutions depending on whether an individual is considered a "foreign expert" or a "foreign teacher." Detailed descriptions of the distinctions in qualifications, salaries, and benefits between foreign experts and foreign teachers are on pages 18-22.
