47   3D digital model: a “model-based technology linked with a database of project information, using multidimensional, real-time dynamic modeling software, to plan construction. The model encompasses at least geometry, spatial relationships, geographic information, and quan- tities and properties of components” (North Carolina Board of Examiners for Engineers and Surveyors, 2019). 3D digital models as contract documents: 3D digital models are provided to contractors as part of the legal documents. 3D digital models for information purposes only: 3D digital models are provided to contractors for reference and are not part of the legal documents. If there is a discrepancy between the plans and the 3D digital models, the plans are contractually enforceable. Digital Terrain Models (DTMs): DTMs are continuous representations of the ground surface generated using a large number of selected points with known XYZ coordinates in an arbitrary coordinate field. Feature definitions: geometric elements being modeled, such as curb, centerline, edge, and edge of pavement Material information: the inclusion of material quantities for contract items that could be used for testing and recording purposes Symbologies: the use of 3D digital models to render cartographic symbols for items in the docu- ment (i.e., rather than a point, the item will be a graphic representation of the actual item, such as representing the traffic separator in 3D) Glossary

State departments of transportation (DOTs) have been investing in 3D modeling and sharing 3D digital models with contractors. Some DOTs have piloted the use of 3D digital models as contract documents, others continue to provide contractors with 3D digital models for information purposes, and some have not begun using 3D digital models in construction.

The TRB National Cooperative Highway Research Program's NCHRP Synthesis 593: 3D Digital Models as Highway Construction Contract Documents details the current state of DOT practices for delivering 3D digital models to highway contractors and the use of these models as part of the legal construction contract document.
