Flagger Strategy Notes: Strategy A: A single flagger or two flaggers are used to provide flagging on an occasional basis where sight distance is limited. Advance warning sign (AWS) FLAGGER AHEAD is not used. Strategy B: One or two flaggers are always used to provide traffic control, similar to a stationary lane closure setup. A complete set of stationary AWS (ROAD WORK AHEAD, ONE LANE ROAD AHEAD, AND FLAGGER AHEAD) are installed at both ends of the work zone. The work operation moves around within the stationary setup. Strategy B – Option 1: Flaggers advance with the work within the activity area. Typically limited to a 2-mile-long activity area. Strategy B – Option 2: The activity area is lengthened by repeating the FLAGGER AHEAD sign as the work progresses, typically every 1 mile. Strategy B – Option 3: The activity area is lengthened by repeating or repositioning the entire AWS series as work progresses. Mobile operations can either move continuously along the roadway as during most striping operations, or intermittently as during a pothole patching operation. Mobile operations on two-lane roadways present unique challenges to transportation agencies, not the least of which is the highly variable conditions encountered in the field.

The TRB National Cooperative Highway Research Program's NCHRP Web-Only Document 354: Safe and Effective Temporary Traffic Control for Mobile Operations on Two-Lane Roadways describes the available Temporary Traffic Control (TTC) strategies currently in use, itemizes the perceived hazards and practical challenges associated with implementation of those strategies, and explains how maintenance crews can adjust TTC strategies based on actual field conditions.

Supplemental to the report are a Guidelines Document and a PowerPoint Presentation.
