FOREWORD During the decade, I 9 6 I - I 9 7 O , a Postdoctoral Research Program, supported by the A i r Force O f f i c e o f S c i e n t i f i c Research o f t h e O f f i c e o f Aerospace Research and administered by t h e Fellowship O f f i c e o f t h e O f f i c e o f S c i e n t i f i c Personnel o f the N a t i o n a l Research Council, made i t p o s s i b l e f o r outstanding young inves- t i g a t o r s t o p-ursue, a t leading research centers, advanced study and fundamental research i n areas o f the n a t u r a l and a p p l i e d sciences r e l e v a n t t o the research mission o f the A i r Force. About I 5 awards were made annually t o t h e most pro- mising o f young p o s t d o c t o r a l s c i e n t i s t s and a t o t a l o f lk6 Awardees were suppor- t e d over the p e r i o d o f t h e program. The a d m i n i s t r a t i o n o f the program by the Fellowship O f f i c e included pre- p a r a t i o n o f anniial d e s c r i p t i v e announcements, i n v i t i n g a p p l i c a t i o n s from q u a l i f i e d young s c i e n t i s t s , which were d i s t r i b u t e d each F a l l t o u n i v e r s i t y p r e s i d e n t s , graduate deans, department chairmen and other academic o f f i c e r s . Each a p p l i c a n t had t o be nominated by a s c i e n t i s t o f h i g h p r o f e s s i o n a l standing, i n d i c a t i n g t h a t the i n d i v i d i a a l possessed unusual a b i l i t i e s deserving o f an award. Each a p p l i c a n t submitted b i o g r a p h i c a l and educational i n f o r m a t i o n , i n c l u d - ing academic t r a n s c r i p t s , a siimmary o f research accomplished and a b i b l i o g r a p h y , a proposed p l a n o f study, t h e i n s t i t u t i o n o f f i r s t choice and an a l t e r n a t e , w i t h names o f the proposed s c i e n t i f i c adviser a t each i n s t i t u t i o n . I n a d d i t i o n , each a p p l i c a n t requested f o u r persons who knew him or her w e l l as a s c i e n t i s t t o provide reference r e p o r t s . A f t e r r e c e i v i n g and processing a p p l i c a t i o n s , t h e Fellowship O f f i c e made { arrangements f o r t h e e v a l u a t i o n o f a p p l i c a n t s by Boards o f S e l e c t i o n o f up t o 15 members appointed annually by t h e President o f the N a t i o n a l Academy o f Sciences. The Board selected the highest-ranked a p p l i c a n t s on the basis o f t h e i r i n d i v i d u a l q u a l i f i c a t i o n s and t h e relevance o f t h e i r proposed research p r o j e c t s t o the A i r Force mission. The Fellowship O f f i c e announced the awards, p a i d monthly stipends and t r a v e l grants t o the awardees, p a i d i n s t i t u t i o n a l g r a n t s , monitored the awardees' a c t i v i t i e s and obtained f i n a l r e p o r t s o f t h e i r accomplishments, comments on the b e n e f i t s o f t h e i r awards and l i s t s o f t h e i r p u b l i c a t i o n s a t t r i b u t a b l e t o p o s t d o c t o r a l research vinder t h i s program. The present r e p o r t summarizes what was accomplished during ten years o f operation o f the program. I t includes the r e s i i l t s o f a d e t a i l e d follow-up o f former awardees and an a n a l y s i s o f t h e i r deployment and c o n t r i b u t i o n s t o science subsequent t o tenure o f these awards. I t i s a pleasure t o acknowledge t h e support o f t h i s program by the A i r Force O f f i c e o f S c i e n t i f i c Research and the cooperation o f members o f i t s s t a f f i n c l u d i n g Dr. W i l l i a m P r i c e , Mr. David Arm, Dr. M i l t o n Slawsky, Dr. C a r l Kaplan and Col. A. P. Gagge.
